Here is a link to the USCIS site with more information about the process for applying for Temporary Protected Status (TPS); the Federal Register publication is forthcoming, and USCIS will then inform qualifying Haitians as to where to file the application packets.
Immigrant organizations here in Boston and the immigration bar will be stepping up to assist people in filing for TPS; I expect there will be more information about that shortly.
